Oman Launches First Waste-to-Energy IPP in Barka to Strengthen Renewable Energy Strategy
Oman has launched its first Waste-to-Energy IPP in Wilayat Barka, South Al Batinah. Developed by be’ah and NPWP, the facility will process 3,000 tons of municipal waste daily and generate up to 100 MW of electricity by 2031. The project will supply 760 GWh annually and reduce 302,000 tons of CO₂ emissions, supporting Oman Vision 2040 and strengthening the country’s circular economy and renewable energy strategy.
Barka Selected for Oman’s First Large-Scale WTE Facility
Oman has officially advanced its first Waste-to-Energy (WTE) Independent Power Project (IPP) in Wilayat Barka, South Al Batinah Governorate. The landmark project represents a structural shift from landfill-based waste disposal toward energy recovery using advanced grate incineration technology.
The initiative is being developed through collaboration between Oman Environmental Services Holding Company (be’ah) and Nama Power and Water Procurement Company (NPWP), with the project now in the Request for Qualification (RFQ) stage to attract experienced private-sector developers.
3,000 Tons of Waste Daily to Produce Up to 100 MW
The Barka facility is designed to treat up to 3,000 tons of municipal solid waste (MSW) per day. Upon expected commercial operation in the second quarter of 2031, the plant will generate between 95 and 100 megawatts of electricity.
Annual renewable energy output is projected at approximately 760 gigawatt-hours (GWh), contributing directly to Oman’s national grid. In environmental terms, the project is expected to cut around 302,000 tons of carbon dioxide emissions annually by diverting waste from engineered landfills.
Long-Term Waste Supply and Strategic Equity Role
As Oman’s national waste management entity, be’ah will serve as the exclusive feedstock supplier for the project over a 35-year operational period. The company has completed extensive feasibility work, including waste characterisation studies and long-term supply forecasting, to ensure technical reliability and financial viability.
In addition to securing feedstock, be’ah will maintain an equity stake in the project, reinforcing institutional alignment and long-term sustainability objectives.
Advancing Oman Vision 2040 and Circular Economy Goals
The waste-to-energy IPP aligns with Oman Vision 2040 priorities focused on sustainability, environmental protection and resource efficiency. By integrating waste management with renewable power generation, the project strengthens the sultanate’s circular economy framework and reduces dependence on traditional landfill systems.
The initiative is also expected to create green employment opportunities, attract private investment and enhance national energy security.

The Barka Waste-to-Energy project marks a significant milestone in Oman’s renewable energy and environmental infrastructure landscape. By combining modern incineration technology, structured project finance and public-private collaboration, the initiative positions Oman at the forefront of sustainable waste management innovation in the Gulf region.
Once operational, the facility will play a central role in reducing landfill reliance, lowering emissions and strengthening the country’s long-term clean energy transition.
